Curious Apparatus

Check it out. There’s probably a very simple explanation for what this spinning thing does…but I surely don’t know. It sticks out from the Anderson City Municipal Building over the front sidewalk. The three black cups at the top turn continuously. I found it rather intriguing. Anybody know what it is?

  1. It’s an instrument for measuring wind speed. There’s probably a mini weather station in the building:

  4. The device is there to determine how windy it is outside. If it’s too windy, the fountains will be shut off so the water won’t spray out everywhere on the sidewalk.
